What books do I read to learn how to design characters with ridiculously detailed outfits?

Hello!
I would like to apologize for my bad English and my (probably strainge) behavior, but his is my first post here on 4chan, so if im not up to date with the classic behaviours of 4chan I would like to (one again) apologize.

I have found this strainge ?surreal artwork and it really peaked my interest.
There is just something about this picture that drives me nuts, its like looking at a dream and a prophesy at the same time. The lifeless eyes of the boy, and the complete disinterest of the people in the corner of Their strainge surroundings, like they are hipnotised or just way to interested in eachother to see what is really happening around them.
And the burning bush lol, a common simbol of gods intervention/guidance in human life/history.

The point of this post is:
1.) What do you think about this picture?
2.) Can you recommend me any similar artwork?(i really like the strainge dream/prophesy surreal art stile)

TRY TO BE MORE ACTIVE AND GIVE PEOPLE SOME FEEDBACK - many studies are left unreplied, which is a bit sad and can be quite demotivating for the people that try their best to improve, but are left directionless.
