I did a retreat for two weeks in a Buddhist temple. Turned off every electronic device. After that made sure not to use any kind of social media, including 4channel of course. Exception was WhatsApp.
That helped a lot, but it takes a long time to get the brain resources on track again. You need patience and willpower.

It's the same old story with any personal improvement: set goals that you're actually impassioned enough about that you will be motivated enough to pursue them for a extended period of time. Find a series of milestones or subgoals that will allow you to acquire the skills (and the encouragement) to reach that overarching goal. A good way to do that is to find small projects that will force you to master a specific and isolated skill, for example, "complex thought" so what does that mean to you? Is that logistical planning or would that be something like mathematics - would that involve coding or would that involve set theory? Whatever the case, set yourself a sub-goal that requires you to learn that skill. Crucial is finding a steady source of feedback, be it an online course, or some sort of way you can check if you are indeed learning those skills.
Make sure to always keep the end goal in mind, be proud of yourself every time you master a sub-goal or skill, and if you are not making progress try and investigate why and then create a new sub-goal to overcome that hurdle.

All the test I’ve seen have not tested people within the same country/continent most of the time, and even then, it’s about useless if you aren’t testing in the same socioeconomic areas, also factoring extended families, there are way too many variables to get it accurate. 2 white boys in the toughest hoods in Chicago could both have very different iq’s and totally different backgrounds. I live in the same house with my little brother for most my life and I’d imagine he has a higher iq than me

This the wrong question, because if you want cold hard data, then yes, East Asians substantially out perform all other 'races' on IQ tests and IQ proxies on average. However that doesn't mean East Asians are genetically destined to be smarter.
Why not?
Firstly childhood pathogens. If you get sick as a child your brain will have stunted development. The poorer you are, the less access you have to clean water and medicine, the less parental attention you get to be nursed when you are sick - the more likley you are to be left behind on the IQ test.
Secondly, where there is childhood illness, there is often poverty. And poverty means shitty schools. You can't reach your potential in intelligence unless you get the opportunity to exercise that potential. Re: Flynn Effect.
Thirdly, statistics don't tell the full story. Do men account for more extreme high IQ scores than women? Yes. Do men account for more extreme low, retard level IQ scores than women? Also yes. So which is it? Are men smarter or dumber than women? Well you can argue smart men are smarter than smart women, and dumb men are dumber. If you were to look at the thin tail of IQ scores of Westerners I would surmise that you're more likley to see extremely high IQ scores than in East Asia, primarily because of the cultural differences. All you can really say is "this race ON AVERAGE is smarter" you can't say they are genetically smarter.
It's the old Potentiality-Actuality/Nature vs. Nurture debate. And the idea of using such a broad category like 'race' you get populations in the billions, so large that there is no useful data in the statistical population.
