MIT and other elite universities limit international enrolments to 10-15% of undergraduate students. They reserve 85-90% of slots for Americans. Why? For the same reason they reserve slots for blacks, Hispanics and other minorities. Undergraduates don't matter. A Harvard president or some other once said it didn't matter if they every accepted student dropped out and they put in their waiting list. Undergrads do not affect any of the components of college rankings.
At the graduate and professorship level it's where its serious business. There's no bullshit affirmative action. At the graduate international student rate is 40%-50% for MIT and its 95% Asians, whites and jews. This is despite the tens of billions in research grants DARPA, NASA and other national security related organisations give being off limits to foreigners. They don't release data for professors but generally in every university the percentage of foreigners is even higher.
America owns the top 15 universities in the world not because the average American is so godamn smart. If the scientific future of humanity rests on the average American humanity is screwed.
