It's not a matter of "too many" vaccines, it's a matter of whether or not the virus is above or below the perfect spot between being "more strong" and "less strong" where spread efficiency is highest. It's exactly like a bell curve where the right side is a strong virus with fast immobilization (leading to less efficient spread) and the left side is a weak virus with low shedding (leading to less efficient spread). The middle is highest spread efficiency and highest efficiency naturally has the greatest chance of producing a more deadly mutation since there are more mutations due to having the most efficient spread. But if it's already at peak efficiency then being more deadly will make it spread less efficiently due to faster immobilization.
Cases did not go up with rollout of the vaccines, so that would strongly suggest the virus was on the left side of the efficiency curve if the vaccines are actually working. Thus more vaccines or "too many" vaccines should make it continue to go to the left and reduce efficiency and spread and we can conclude it's less likely to mutate into a more deadly state with COVID vaccines if they are actually working.
