My assumption of it was more like:
they're both dude delinquents, so they're more likely to have fought each others' gangs or at least come into further contact (also helps that I saw chie as generally not too much trouble? I've got a way to balance it: Maybe Mori's freshly back from her heartbreak up in Kyoto or wherever, hears from Chie-bro that he's gonna go on a date with this girl from the market, childhood friend, super cute, etc. Her first instinct is to nag his ear off about "being a gentleman" and all that, but once the first date mess goes down and she encounters Sadako she has that moment of realization of both "this girl is an absolute psycho and I fear for my brother's life (see: don't stick your dick in crazy)" and "this poor girl is surrounded by equally insane dudes, especially the brother".

I think that'd definitely make for a nice plot thread! Plus, it'd cover a lot of character development beats from canon for both of them: mainly the fear of women and the habit of immediately looking down on people respectively, I guess.
