This is absolutely not true

Majority of cultures have the men wearing lion cloth. Civilizations with advanced cloth making have the males wear robes and hakamas

Trousers have appeared as soon as 6th BC, but they are predominantly used for the sake of armor against both the weather and nature. Oldest example were for horse riders who wore them to avoid chaffing and also armor for their legs.
