If you don't sterilize them, they breed like rabbits. When they were brought to Israel they were basically all wards of the state; couldn't read, write, or speak the language, never even seen an indoor toilet.

They still didn't sterilize enough, since the population has grown significantly in any case, but they got the problem mostly under control.
