Keep in mind, this is in a lab, where they are paying tons of money for lab worker salaries and intermediate goods. Also, they are making a lot more than you'd need for one person. But I doubt anyone could do it on their own without a lab, especially a layperson

Can a /sci/ bro help me out?

I have the following ciphertext in the image, here it is transcribed into English letters:

ABCDEFGHIJ
DFKCLHCMHB
NCMOPCOHQ
RGCRSKHT

A hint was that the 2 vowels are H=E and F=O (it could also be the other way around). I feel inclined to say that C=R, given that the most common letter to come after E is the letter R in the English language. R is also the 3rd most common letter in the English language.

I think the argument goes something like
poor = societal problems = crime
and then it just goes around in a circle of shit. They seem to like to use the nordic welfare system as an example of how to fix it, but that completely leaves out the society part of it.
