Clinically accepted progressive-matrix tests that measure up to 160 IQ don't even have questions like that (and this IQ test maxes out at 145).
It's a shit question for an IQ test but a good question for a brain-teaser puzzle book. It's cognitively demanding but in the wrong kind of way for an IQ test: way too many potential patterns to eliminate once you realize that you can try along external rows, down external columns, down external forward diagonals, down external reverse diagonals, swapping internal rows, swapping internal columns, transforming shapes, moving tiles horizontally, moving tiles vertically, moving tiles diagonally, moving tiles circularly, moving tiles in certain numbers of moves adjacently, moving tiles in certain numbers of moves non-adjacently etc. Look how much work has to be done just to eliminate the pattern "going down external columns, make 4 internal tile switches adjacently," for instance.
