Bins and marbles

You have b bins, each with 3 random marbles. There are n different colors of marbles and 2 different designs (solid and striped). Your goal is to choose one marble from each bin; however, you may only choose one design for each color of marble (duplicates of the same color+design are allowed). What is the fastest method to determine if it is even possible to choose a marble from each bin while following these constraints? Judge the speed of your method in terms of n and assume b < 5n.

What is horse shoe theory called in natural science? Like the principle of allowance: when you release control it gives you more control. The same reason why a midget is similar to a very tall person or why an anarchist is a baffled dictator. Why extreme is closer to weakness. In Kabbalah they say being too kind is extreme it manifests as lack of justice and when justice is too extreme it manifests as lack of kindness. In life there is a horse shoe to everything. The hermetic principle of as above so below.

But what is it’s scientific equivalent?

If simians never existed, would another intelligent species take over like we have?

Humans have totally conquered earth - think about all the roads, farms, industry, etc. We have absolutely transformed the planet. We are also the most dominant species on the planet.

If simians never existed, would some other species eventually become superintelligent like us and take over Earth? Would they look like us (aka is being a bipedal mammal a requirement)?
