in 1980 the physics professor didn't need to have a $20,000 computer on his desk to do his job, he only needed a slide rule. thats why it was cheaper back then, expenses were that much less.
furthermore, football & basketball team profits were spent somewhat on academics in the days before title nine, most universities taxed their athletic departments to help fill up the general fund and that provided a lot of ready cash. with title nine all the football and basketball money needs to be spent supporting women's athletics, it can't legally be spent to support your academic activities, so that drives up the expenses for the students.
