A structure that contains all sets absolutely can exist, but the issue is that it violates some of the basic assumptions we have about sets - so the resolution is that the object that contains all sets isn't a set.

Astrophysicists can't even build a telescope, they can't even engineer the basic tool of their own sphere of study, they had to hire military contractors to design and build JWST for them.
Who in their right mind would ever consider letting one of them instruct engineering?

Why even bother with the human-safe stuff? If you're gonna put produced fluids through 914 then you're gonna want as few variables as possible, create one superhuman fluid and one 682-killer fluid. What if it interprets "fine" as safe for anything, or hazardous for anything? As you said about 294, you cannot rely on an anomaly for accuracy since one misinput can produce drastically different results, or the results can vary by its anomalous nature regardless of parameters, just as a "fine" setting can produce items vastly different from the original input without any reliable predictability.
