By studying each day and then meditating on the importance of what you've studied, you're 1) going to force yourself to look for that relevance, which will give you motivation and urgency when you return to study and 2) if you, repeatedly, CAN'T find real meaning in what you study, you will eventually change your focus toward studying something more relevant to your own life and your personal goals.
It's a motivator but also a bit of pressure to trim down your reading habits and focus on what's meaningful.
If what you're being "studying" refers to materials you're being forced to ingest by some institution, then forget it. But the practice still has value. If there's no meaning for you at all in your study course, maybe you need a completely different life plan?
I think it's great advice, and I hope to take on the practice of secular teshuva for myself!
