Imo, there is light, like there is no sound or water wave before it is induced in the medium e.g from a lamp or laser aso. I am a scientific layman but work in radar and wireless, so my thinking and associations are if that.

But if you take a look at all the photons bosons e-magnetics my Idea is they are only effects. Effects of something we don't know and the resolution of our instruments are way to bad to see what really happens. One hint is that we cannot drive the "transporting media", if any, into saturation.

Imo it is converted into a different form of energy and recoupled into a (surely theoretical and unknown) medium. That's why michelson-moreley maybe gives no results because the recoupling is at media speed. Only e few elements can do that, mostly Metalls, the other absorb that and convert into thermal energy.
