Like when the car industry took off in Michigan then a bunch of small companies sprung up to make car parts so then more car companies appeared and then the local schools started to pump out engineers because thats where the jobs are. Whole region was excellent river transportation, all kinds of industry, iron and coal mines and every company serves as customers for the others.
Uganda is landlocked, transportation might be a real problem, but then again not every car part needs coatings or heat treatment. They could just import these parts and make what they can.
