Maybe enough of the Order of the Underworld, like the Captain, has faith in him that they would enforce his rule, and Despa will discover that a person doesn't have to be physically strong to lead. Additionally, I think Despa might find that Ouken, who seems a sure fit for the perfect king, doesn't want to be one.
I feel like the manga is heading toward telling us that the Ranking was created to free humans from the tyranny of selfish Gods, and subsequently any King that becomes as powerful as a God, but now people are just subjugated by Kings, and the very concept of Kings as defined by the Ranking. It should lead to the heroes breaking down the walls put up by the Ranking.
