It's a unit of measurement same as any other. It doesn't make sense to ask what length is it. The length of what relative to what? The length of cable relative to 5 lengths of someone's foot. Same goes with time. What time is it? Relative to what? Relative to the one rotation of the Earth. In other words by asking what time is it, you're asking at what position if the earth facing relative to the Sun

There are two general ways of doing this.
