As an example look at this

This is ridiculous, by per capita production Caltech is outperforming UT Austin 480 times. I picked UT Austin because I know it is a good university. I worked with their graduate and they are on average quite good. If you look at course offerings they have incredible depth and breadth in every stem area, they have unlimited resources for top students and superstar professors. Surely, among so many students they have more genius students than Caltech, yet they fail to produce great scientists. Why this happens?

Well, the "science" and the exciting prospects are just like an 8 year old getting promised a new playstation for christmas and now being hyped up for the unknown before him.
It is a nice subject and the development is actually much fun to follow.
It is still hard to tell how human conciousness operates and new findings still emerge. Just to think we can create a new computational reality without yet understanding our own is a wild grasp, but who knows what may come out of it.

How long does it take for the brain to completelly memorize/automate a single task/skill like learning to draw an eye, doing a chord progression learning a dificult new chinese kanji.

it depends on the persons neuroplasticity, IQ and motivation of learning the particular task/skill.
usually don't overdo it. stop before your focus dwindles, take a break and come back and do it again when you can have full focus back whenever that might be.
get good sleep and let your body rest in between exercises until it is recovered. just like strength training. it may be a good idea to take a day off in between a particular type of exercise for better restitution and to make better neurological connections.

yeah, I figure out is not so much about how much hardcore you practice but rather practicing enough days in a row as the synapsis of that task gets mielinated enough to be strong and fast and can survive alone for years.

it's a good idea to learn it like that and then still practice it once in a while with increasingly longer periods of time in between, 'refreshing' the memory to decrease the likelihood of those pathways becoming 'stale' so to speak, as a way of reinforcing those pathways.

Even if that were true, you'd be retarded if you think that's somehow a bad thing
It's all about increasing the chances of reproducing, plants do it too, make a lot more seeds than needed because only a few, if any, may end up surviving
And seeds are actually a life form while sperm isn't btw

Because there are losses in transmission and thus even if 1 is technically enough to do the job it's evolutionary beneficial to produce a bigger load as that leads to higher chance of pregnancy for a relatively minor cost for the body.
