Toxic effects happen when you are exposed to an excessive and high concentration of a chemical. All chemicals of course have different levels of toxicity so exceeding exposure limits varies drastically between chemicals and applications.
The toxicity of PVP in that oral health product is incredibly low. It's properties have been evaluated at this level and application and they've determined that this is safe to use in this way.
