I don't think Despa is actually less popular than Desha or Ouken. He might even be more popular than Ouken; I see lots of Despafags, but I know everyone gets a different experience from black hole of tw*tter.
Anyway, Shijimi does draw the sexiest Despa. I like that she keeps his shoulders and waist broad, in addition to how handsome she draws his face.

Ouken seems to get way more fanart from my perspective but I see more people relating to Despa as a person. Not that it was anything bad but I feel that most of his fans like Ouken for fetish reasons and the general sexiness, whereas is Despa loved for his personality.
Desha is kind of both. Personally I would even say that Despa has the most interesting mindset of these three, but it's maybe a bit unfair to say that since he had the most screen time so far and nobody knows what kind of development will start with Desha and Ouken with in their new roles. I just hope the manga will have some subplot for Despa as well.

Maybe Despa is in the Underworld right now finding out that he CAN take care of it. Maybe enough of the Order of the Underworld, like the Captain, has faith in him that they would enforce his rule, and Despa will discover that a person doesn't have to be physically strong to lead. Additionally, I think Despa might find that Ouken, who seems a sure fit for the perfect king, doesn't want to be one.
I feel like the manga is heading toward telling us that the Ranking was created to free humans from the tyranny of selfish Gods, and subsequently any King that becomes as powerful as a God, but now people are just subjugated by Kings, and the very concept of Kings as defined by the Ranking. It should lead to the heroes breaking down the walls put up by the Ranking.

Never thought about that before but the series seems to build up to some paradigm shift in that world with whole the old age of gods and strength vs some possible new age of humans and kindness. Not generally of course, the series is too realistic for that, but in principle at least. Might be that the first kingdom that accepts a physically weak but mentally strong and smart person, even if it's just transitory, could be one of the first signs for such developments. Despa isn't just smart he's also Desha's brother and the second born son. So since none of them has kids he is literally the second choice if Desha is gone.

I assume there would be still some trouble but I can imagine some subarc in which he tries to keep things going while Desha is gone and maybe faces some problems but eventually realizes that it works out better than expected regardless.

This isn't true. Shota comes from Shotaro, the name of the boy protagonist of Tetsujin 28-go. He was called Jimmy Sparks in the western dub. Shota (???) was first used in Japan and only later became known in west.
