Buff Frog has his own story to tell, both as a character who's gone through enough development to carry an episode in his own right and from having a unique position the writers can utilize to explore to explore Mewni from a monster's perspective. He has his own goals and motivations that are connected to Star but ultimately independent of her and the larger plot.
Jackie doesn't have any of those things. She has played a very important role in shaping the story, but for the most part she hasn't done it through her actions as a character. She's had several roles in the story, but all of those roles are defined by her relationship to Marco and Star - or don't even involve her directly at all.
In Season 1 she was basically a set piece whose role in the story was to establish a status quo by defining several parameters in Marco and Star's relationship and setting up the running plot line of Star trying to help Marco get with Jackie.
Season 2 shakes up the status quo in a lot of ways, and Jackie gets to start being her own character, but her role in the story is still rigidly defined through other characters.
Star helps Marco build up the courage to ask out Jackie.
Star helps Marco get closer to Jackie in their relationship.
Star realizes her feelings for Marco once he gets with Jackie.
Star is suffering a great deal of emotional distress because she set up Marco with Jackie and wants them to be happy but REALLY wants him for herself.
Jackie has a very important role in the story, but she has no power over it.
