I still maintain my headcanon that Glossaryck is orchestrating all of this bullshit (not just what's in the show, from the very beginning of Mewni) for the purpose of advancing magic itself, or something along those lines. Star is a prodigy already capable of feats even he hasn't seen before and he wants to push her beyond her limits. Or with the weird shit that went on in "Deep Dive," maybe he wants her to "take his place."
This doesn't necessary make Glossaryck "evil" nor does being manipulated excuse the MHC of their dickery and aggressive incompetence. There's obviously something fucked up going on behind the scenes but the MHC are clearly complicit just from what we know they've done.
They're all such worthless fucking goobers that it's hard to believe they're the masterminds themselves, but they've clearly put themselves above the throne and won't hesitate to subvert Mewni for their own ends or the "greater good."
Rhombulus iced Star just because he had a gut feeling. River warned Star not to attract undue attention from the MHC when she was trying to talk about her sleep-bugging, and was shown to be absolutely right when Hekapoo finds out and Marco has to talk her out of putting her ass in lockdown.
Actually you know what, fuck, I wouldn't be surprised if the zany shit River said would happen to Star if the MHC caught wind of how powerful and uncontrollable she is was exactly what happened to Meteora.
