A lot of cases is favoritism and nepotism, people hiring friends or colleagues - But sometimes, it's not all about the actual skill of the artist on a technical level. For example, what if someone wasn't the best at drawing characters in detail, hands or feet or what have you, yet they were able to sketch them recognizably enough with dynamic poses in well composited shots? Especially if they can meet the deadline, why should that person be forbade from story boarding if the artwork is presentable enough?
Obviously, it's always going to be better to have a well gifted artist, but that's not the end all - Take John K, the dude is able to craft some amazing animations and well designed characters, but it takes him forever to finish these in his own time and he's also kind of a creep. Would you rather hire him, and deal with the stress and kinks he'll add to the production or hire someone who's not the best at drawing detailed hands, but is well enough along artistically to get the job done?
