Sure you can take someone with personality disorders give him proper medicing and psychiatric help, he can have a family and a circle of friends, a job etc. And for those people any forms of therapy work in 60%. And we are talking about ideal situation here. Most people dealing with psychological disorders are not so lucky.
So we have to ask ourselfs two question. First what the population wants, and it is kill it with fire point of view. And that is how countries law systems deal with pedos.
And the second is what the hell actually do with them. The borderline multiple rape cases are "easy" to deal with. Put them in a psychiatric ward, and every 2 years renew the stay. the law doesn't allow to hold someone for life after he did his prison time, but any normal psychiatrists knows those dudes or chicks do not get better.
But that is maybe 1/3ed , maybe 1/4th of the whole population. there rest is duds watching kids porn and going to asian/3ed world countries to have sex. Now the psychiatrists of high caliber job should be to find a strategy to A somehow control those people and B try to not make them go worse. How? I don't know, am not a psychitrist professor with 40 years of xp.
all I know that repressing is not a good way of dealing with it. Add to this the fact that no "normal" psychiatrists wants to have anything to do with pedos and we have a problem. In my country of 50mil people there are 2 psychiatric wards that deal with pedos, and one is for dudes that went out of jail and there is no way you can let them out in to the sociaty. So this means for the rest of country there is 12 beds. And they are always short on stuff, because no one of the younger doctors want to work there. So this means a 2week "punishment" rotation, which does not help the patients or the doctors to learn anything useful.
