Spider-Man feels the same way because he didn't stop the criminal who killed his Uncle Ben. Sure, it wasn't necessary to kill that guy, but the blame was on Spidey after that. And SHIELD once said (before the Civil War) that Spider-Man is an imcompetent for not stopping Osobrn (which is a lie).
They said "Sure, it isn't Spider-Man's fault Norman Osborn is crazy, but it is his fault that Osborn is still alive". The situation is different for Batman, because Spidey is just a regular guy (Peter Parker) with no real power on society. While Batman (as Bruce Wayne) has all the resources he needs to mark a difference, but he never did.
