The thing is, Helga does need to grow in order to be a better partner for someone, but so does Arnold. Arnold's flaw (few though he seems to have) is being too nice, and also idolizing things, such as girls he pursues. He doesn't know when to think of himself in a relationship.
Helga would balance his giving spirit with her practicality and she would defend him and protect him, just as he would be able to protect her.
Actually if you think about it, Helga would be a good "project" girlfriend or partner for Arnold. It would take a long time to sort out Helga's problems, but the reward would / could be very fulfilling for both of them in the end. (And if it fails, they are no worse off.)
Helga's good qualities are numerous. She is passionate (sometimes uncontrollably so, but notably she does get better as the series goes on). She is very intelligent and a talented writer and witty when she doesn't want to bluster. She's loyal (her moments of lapses I chalk up to being young and also story requirements). She has ambition. She's also brave and has strong mental fortitude (given her family life). Underneath her bluffing exterior, she is very romantic, and would likely be a romantic partner in a relationship where she is able to approach things head on.
And with a bit of therapy she's capable of improving a lot of her psychosis.
Let's not forget she's actually very VERY self-sufficient. She's essentially taken care of herself since age 4, with very few exceptions. She makes her own meals, and gets herself around, does her own school work with no help we've seen (and gets grades nearly as good as Olga without even trying, and sometimes intentionally doing poorer just because she doesn't want to be her sister). She can act and is not a terrible athlete.
