Elsa's been marketed for preschoolers and their parents internationally for 5 years as a normal Disney heroine, which for Disney, who've never ever had the guts to have a human canon gay positive character, means not-gay. Disney puts great effort into their "reliable family entertainment" brand. They won't pull a bait-and-switch con with their biggest international cashcow as a wild experiment that is having gays in children's entertainment. It'd enrage their most lucrative audience segment (parents, who bought so much Frozen merch for their kids it boosted the entire Disney stock), it'd permanently wreck their "reliable" brand at home and abroad, it'd cause them problems overseas since a lot of countries (or parents) would be very pissed that they were tricked into embracing a gay character, in a way.
Children's entertainment is a sensitive field. There's absolutely not a chance in hell Disney will gamble with Elsa, the Frozen franchise, or their very company image like that.
If there'll be a gay character, it'll be an all-new char, but "let them build popularity for half a decade assumed straight and YOINK" is absolutely not the way to do it
