Lilith said that Emperor Belos came along and taught witches how to practice magic "properly" but were there any actual disadvantages to casting "wild" magic? Lilith's explanation makes it seem like Belos convinced the witches with his words, but his current rule makes it seem more like he forced the coven system on the witches. But I don't see much rebellion, or even complaint against the Emperor's rule from anyone other than Eda, so I'm guessing most citizens either agree with or accept his way of thinking.
