While in Lower Deck, it's played straight. It's really meant to be the setting for great adventure and bonding experience with firends. Even her being drunk in the beginning is not so much because "she don't give a fuck and everything is meaningless and might as well get drunk because who care?" but rather "I am just having fun and getting drunk a bit, wanna party with me?"
It's why the similarities are only superficial, there is a real philosophical difference, there.
I mean, the way the two pilot develop, the difference is striking.
In the pilot of R&M, it start of as a maybe misdirected grandpa who want to show his grandson other perspective, only to turn out to be an asshole who only bring him to use him as a smuggler, and make him complicit in his crimes, to conclude with him completely bullshiting his family so he can use Morty more, while moray is lying down on the ground having a seizure.
In the pilot of LD, instead, you have an ensign who first appear like a complete fuck-up to be kept in check, only to turn out as someone who really care and has enough of the Star Fleet regulation getting in the way of helping people, is still ready to face the music and when her team-mate decide to give her a chance, is really willing to become his friend and help him out.
the contrast couldn't be more striking.
