2) Betty needs to maintain her status as a sex symbol. That said, Valiant in Who Frame Roger Rabbit said it best. They don't make them like Betty anymore. As she exists, she's out of date as a sex symbol. So you need to do one of two things.
Make it a show or series of cartoons that take place in the 1920's. Keep Betty in her element where she makes sense.
Or, update her to more resemble a modern sex symbol in the modern era.
But don't try and shoehorn 1920's flapper girl Betty Boop into a modern era with cell phones and the internet and shit. That's dumb and the "Haha what if this thing from back then had to adapt to modern times" plot has been done to death.
3) Adults are the target audience. Back in the 30's and 40's, teens, 20 somethings, and even people in their 30's were the primary demographic for Betty, and was one of the few cartoon characters not discarded as for children. Roll with that and keep in racy, but also tasteful and not trashy.
