what was necessary for his character arc culmination was Zuko winning and spearing his sister despite katara arguing against it reminding him that killing Azula is what Iroh wanted him to do
better still Katara shouldn't even be there and the conflict between killing Azula and spearing her life would be entirely internal and we could see what Zuko does with the ultimate power over a life of someone whom he both loves and despises
whether he would act like Ozai and kill her because he could or like Iroh and do the same just backing it up with for the greater good justification or would he do something different staying true to himself

it's obvious what the answer Ozai and Azula would give but even Iroh despite being treated as some kind of a saint he is still a fanatic willing to sacrifice others for his greater good - which makes him infinitely more interesting as a character
