If he was "in love" with Jackie, you'd think he'd be spending a lot more time with her. Instead he's still hanging out with Star all the time.
Sure they could be doing couple things off-screen, but if it's off-screen it's pretty irrelevant.
Consider the plot of "Just Friends." There's a concert in town, but Marco doesn't think to go see it with his girlfriend. Star is the one who buys tickets to go with Marco, and she is the one who invites Jackie.
Despite them presumably having been dating for at least a few weeks at this point, Marco is still not active in his relationship with Jackie, to the extent that Star is still having to push them together by tricycling herself into a date with them.
On top of this, Marco is still deeply insecure in their relationship. He's worried about the three of them seeing the concert together, not because he's worried about Star being sidelined or even Jackie getting jealous, but because he thinks Star and Jackie will hit it off so well that he'll be the third wheel.
Their relationship has improved by "Starcrushed", with Marco being a lot more casual around Jackie and Jackie having some cute moments being goofy with Marco, but there's still clear dysfunction.
Jackie is still trying to get Marco to relax, enjoy himself, and look forward to the future, but Marco is totally fixated on his problems with Star the whole episode (with good reason), to the point that he walks away from Jackie mid-conversation to talk to her.
There's also the "read my mind" scene which demonstrates they're still not on the same page in their relationship, and strongly contrasts with Marco and Star being so close they've said the same sentences.

That look on Jackie's face didn't say "understanding".
