Could I, by modifying and or inserting DNA to a virus base, develop a transmissible virus that only attacks people that are short, people with slanted eyes, or people with green eyes?

Israel was developing something similar to kill all the arabs. I'm not educated in this field so please spoonfeed.

More or less yes. You can even theoretically create viruses that impair people's performance on IQ tests or make them more docile and apathetic. Such a thing might end up manifesting as a persistent and inexplicable brain fog, loss of attention span, etc. It may even have unexpected results like jumping to other species and maybe causing squirrels or other animals to get hit by cars more often due to an impaired reaction time. You can do all sorts of things like that. Especially if you had an enormous database of people's genetic information that they willing submitted. I don't know how you'd get them to do that though. You'd probably have to market it through a company or something and have it be disguised as checking your ancestry or ethnic make up. Something goofy like that.

You could modify a generally harmless virus to introudice a gene which codes for a molecule, which is harmless as is, but when comes into contact with a specific enzyme goes through a change which makes it toxic. This could be targeted as much as there are enzyme subtype differences in people.
I don't know how different alleles are in population when it comes to apropriate enzymes.

Whites demonstrably can, which makes Asians highly undesirable to have around, at least until a similar mechanism of control can be found for them. As it stands now, Asians can control Asians on a large scale but that's useless if you're not Asian.
