It just looked like a decent low res skybox texture to me and I was too busy having fun with the game, and only read about it years later (and after 9/11 obviously). As for pandemic, the game mentions a "Millenium Flu" in previous decades (before ~2050) but of course you're referring to the Gray Death but then biological warfare was hardly a novel concept (in fiction) then either, they just combined it with nanomachines and great writing and voila, sci-fi/cyberpunk & videogame gold.
