Is it possible that we are the only INTELLIGENT life in the Universe, not because of statistical chance, but because we ARE the Great Filter.
I posit this idea, we are the first civilization to weaponize time travel.
We do not risk any first contact scenarios, and as soon as we find any type of civilization, rather than let it remain free and become a potential threat, we minority report any non-Earth civilization, by going into the past, and destroying that civilization before it begins.
It seems to me that first strike time travel as a weapon, would create a scenario, such as we observe.
A vast unimaginably large Universe with trillions of opportunities for sentient civilizations to reach out, and yet... Silence.
Did we do it?
