In my school, the classes (i too double major) for CS are on various topics like architecture, compiler theory/design, automata, complexity, etc., and if there's a project, it'll usually be in whatever language works best for the task. It's usually not a language people have used before. It will go like this
1) professor will spend like 10 minutes going through the project description, alongside a small crash course on the tools we'll be using
2) it's up to the TA's to answer any questions and walk us through the basics of a language during one recitation
After that, we're told to read the docs, API, etc., in order to self learn what we need. Literally no other class other than intro CS goes through the basics of programming..I thought this was standard.
