It isn't racist to observe and state objective facts, it becomes racist when you practice "prejudice, discrimination, or antagonism against someone of a different race based on the belief that one's own race is superior." t. definition from Google.
There lies a moral question though. If you know for a fact that your race is objectively much more likely to be intellectually superior, and that another race is objectively much more likely to be intellectually inferior, then wouldn't logic tell you that "I'm smarter, they're not, which means that I'm mentally more capable than them, right?"
This would, by all definitions be considered a "racist" thought, even though it is the most logical outcome given the circumstances.
In my humble opinion, even if those of African descent ARE in every way just inferior, there's no reason to hate them. Any of their wrong doings at that point are just what their instinct told them to do. It's like blaming a dog or growling or a gorilla for being territorial, it's just in their nature.
I personally am an advocate for the advancement of gene-editing that will be able to improve a feeble mind, which in the process should increase their quality of life.
