If anything, the sahel zone perhaps, if anything that would be a project for generations to come. But you would need some coordinated, centralized effort, given the political situation in that region... yeah, that seems unlikely.
Libya had a large scale irrigation project planned that used fossil water, you would definitely need something like that to begin with.
I think it would be more realistic to try and stop the the expansion of the desert, that's the biggest problem right now threatening agriculture in that region. I think China has a large-scale forestation program to "wall in" the Gobi desert.
