It might be that some of the more basic parts of the brain have to be working in a particular order for the higher order parts to perform well.
So, maybe while the skills demonstrated in an iq test may correspond to increased activity in the neocortex or outer layers (I'm not a neuroscientist), it might be that specific patterns of function in the other parts of the brain help to boost higher order functions there.
