In order to flow, the molecular arrangement must change. This means that atoms must break their bonds to become mobile relative to the network. These are covalent bonds, but spontaneous bond breaking is not unthinkable. But it won't do just for one or two atoms to break free, because they will still be connected to the rest of the network and held in place, reestablishing their bonds quickly. That means that their neighbors need to break free, and their neighbors, and so on. You know what we call such an event? Crack formation. And once a crack forms and the two parts shift relative to each other, they're not gonna rejoin because of roughness and spontaneous bond formation along each surface that eats up available bonding sites for the other part. In order to flow, glass would need to fucking break.
So it doesn't flow.
