Central HVAC is totally unheard of here, which saves them some building costs up front and makes their apartments lower than they'd otherwise be (no vertical above-ceiling space taken up by ventilation), but it also means their homes quickly mould out, and they end up leaving their windows open all winter for fresh air (enormously wasteful). They purposefully DON'T insulate their homes since they'd end up with no air (since there's no ventilation, supplied via the heating/cooling ducts in properly civilized countries).
The only sensible use of under-floor heating is in bathrooms, which is exactly where Koreans DON'T use it. Madness.
