1) Draw attention away from Hong Kong ( and Xinjiang for that matter )
2) Cause more economic damage to the West in the long run than to China.
People underestimate the threat the Hong Kong protests posed to China. Under no circumstances could China permit a pro democracy movement on its own door step.
By shifting attention off Hong Kong and onto CV19 China was able to crush the protests before they became a full scale rebellion.
Schizo post? Maybe. But how much do you hear about Hong Kong these days? Do you know what is happening there now? They are being carefully assimilated. You wont hear a peep out of them for good now.
Meanwhile China has to all extents and purposes recovered from CV19.

Now, the fact that China could pull this off and face absolutely no repercussions shows us the reality of the world balance of power.
