Is there a video course on how to draw like this guy from the ground up?
There's like a million courses for complete beginners teaching them fundamentals along with how to draw in anime/manga style, but I'd love it if there was at least one course that teaches you how to draw in a western comics style, preferably Bruce Timm's.

Just do normal figure drawing courses and then copy bruce timm drawings until your brain puts 2 + 2 together.

Do figure drawing, if you don't know how to; watch vilppu and redraw/follow Loomis and bridgman.
important: Get good at drawing and figure drawing. Especially understanding your fundamentals (the cube, circles, cones, pyramids, cylinders. Shapes.)
Style does NOT apply right now.
after you're good at that, look up Preston Blair
redraw his work, study it, get a feeling of the cartoonish form and figure. Especially his women.
Reminder: this takes a long time.
Now that you know how to draw and understand shape and form, find all the Bruce Timm art and Art books and redraw it, all your favorite figures and pieces until you have the feeling fit
for his style.
and that's it, I gave you the curriculum you need to know how to draw like Bruce Timm. it's up to you if you do it or not. but that's how you do it.
He's a fantastic artist and you can be too. Good luck.
