If traditional, coarser paper can help act as a pseudo-stabilizer. The higher friction will mean you "slip" less. It's kind of like the difference between driving on an icy road, and a dry road. I've always had shaky hands, so I've always used coarse, mix-media paper for drawing instead of regular sketchbook paper.
If digital, just play with the stabilizer, and/or use quicker strokes.
