I have been drawing since 20 years for fun and recently started to take it seriously
I still can't draw straight lines
Can I really improve?

Number of years is irrelevant. Number of hours is more relevant, but if it's really spaced out like "200 hours every other year" then you'll go backwards so much in the time off that you won't be able to accumulate any skill.

Started wirh dbz and did that for a long time
Then tried animals but failed
Then switched to anime style 14 years ago
Then had a break from art for 3 years
But I never drew like I have to do it noi did it when I felt like it
Before the break I destroyed most of my physical ones
I miss them...
But I think recently I understood proportions a bit better

Not him but I would seriously suggest loomis even if it looks ugly. It helps in drawing your anime you want to draw.
But if you REALLY REALLY don't want to and since your learning anime try this book instead it's very in depth on the composition of anime and tells you about the different muscles/joints that affect the drawing contours.

you're doing it wrong, you're trying to get the correct flick of your wrist to put down the line for you, instead focus on your mind, stabilize the pencil on the paper, move the tip of the pencil along the line. It's not going to be a perfect line because no human hand can give you a perfect line, even the best artist in the world uses a ruler if he needs a perfect line. but you'll get a correct line. Same thing with a circle. You don't need to get it in one flick. You don't need to have it correct. You don't even need a continuous line, you can start by one quarter, look on the opposite where the opposing quarter should be, draw it carefully, then complete the circle or put small marks where the other quarters should approximately be. With all that you'll better visualize your circle and you can draw on top of that with a pen rather than a pencil. Again, it won't be a perfect circle, there are tools for that. What matters isn't the finished look it's that you captured your idea correctly.

I can't draw a circle, so what I do is draw a shitty ellipse and then erase the parts that are fucked and draw them better. Rinse and repeat until it's circular enough.

you want to get better, find an art book and draw bigger on larger paper. utilize your whole arm so you don't blow out your wrist from monotonous exercises
