You also have to consider that Rusty has no formal education. He was raised in a learning bed and had to leave college (presumably in his undergrad, since the Monarch was in his classes, graduate school doesn't have "breadth" and the Monarch does not have a master's degree). Jonas, on the otherhand, likely received an excellent, formal education from his father - who was most certainly not a mad scientist who raised him in a bed (COLONEL Lloyd Venture).
For a guy with 3-ish years of an undergraduates degree, he is doing remarkably well.
