The concept he had isn't a poor one. But realistically, it would just be an extinction event for humans and most life on earth.
Realistically, if a machine wanted to protect and make humanity stronger, it would make an objective analysis on what kind of strengths and traits it would deem humanity would need for the future. And then instead of trying to rely on a very slow natural selection process, it would probably put pressures in place on society, imperceptible to humans, that would encourage humans possessing positive genetic traits to breed, and discourage those with negative traits. Probably start with subtle changes like diet and exercise, since humanity's greatest threat right now is heart disease and diabetes. And of course, suicide for men, as that's one of the biggest health risks there.
Selective breeding would be much faster than natural selection. And far more efficient.
