Adults don't give a damn if you and your friends laugh and have fun. The issue is that kids don't think logically, so they don't do things when appropriate.
If three or four kids are in a small room running around and shrieking, I have to tell them to either calm down or take it outside because a) it's too fucking loud inside and b) they could get hurt dashing about in such a small, cluttered space.
If the kids are clowning around in the middle of crossing the road, you bet the adults in charge are going to shut that down ASAP because the potential consequences don't bear thinking about.
If kids are told to line up to be counted/roll called and they won't stop moving or keep relatively quiet, they need to be told off, because guess what, losing a kid is a serious issue.
If their idea of fun is hitting or pushing or otherwise getting physical with each other (and it often is with boys) guess what, we can't just let it carry on in case someone gets seriously hurt.
But 99% of the time, this is what kids and manchildren like the author of captain underpants mean when they say adults won't let them have any fun.
