The thing about Fillmore originally is that it was a confluence of two settings that have had black people in them for awhile: high school drama and cop shows. The former more than the latter has had blacks in it for awhile because of the last big diversity push from the 80's and 90's. People seem to have forgotten that diversity pushes are nothing new, though I won't lie and say it's the same now as it was then. But there's nearly an entire generation of legacy heroes and sidekicks that existed purely because of a previous push that was so "long ago" by internet standards they were not only replaced by their predecessors when the nostalgic generation of writers showed up, they themselves are not getting something of a second wind. Fillmore being a Disney Channel thing should make people remember that for all the internet's bitching about Disney's movies, their actual television programs have had a large amount of diversity characters and shows for awhile now. Most of it again the previous generation of diversity pushing rather than the current one, but Fillmore is not a cartoon that'd be out of place any more now than it was then.
With the other aspect of the show, cop stories have also had black people, and other minorities, for awhile too, and these have largely been a reflection of how these jobs tend to see more disenfranchised minorities signing up for generations. The stereotypical Irish cop is probably the oldest existent example of this particular cliche in modern media. Fillmore doesn't have to be black, per se, but it's a good fit for both genres and the whole excon angle sort of plays into it as well if you want to go for that.
