It's a cornerstone of his character and the fact that he is a freakish man who nevertheless wants to be loved and wants to live in high society is part of what fuels him.
One of Penguin's key character traits, the perpetual divide between what he is and what he wants to be, is built on him being a freak and it was the defining character trait he had in the movie.

The class subtext which governs his entire way of thinking. Presenting gross and inappropriate behavior in social events because he has no idea what high class actually is. Building schemes around hijacking weaponry or letting others take the blame. The relationship between his character and Bruce Wayne's. Him being an embodiment of Gotham's identity and his fights with Batman being a power struggle for such.
A lot of what made Oswald Cobblepot a great character was either present in the movie or was partially originated by it, even if a lot of it diverged from the source material.
But no one seems to give a shit because he acts gross and has a backstory that resembles Killer Croc's (as if Croc was the only character to ever be raised in the circus)
